The Russian foreign Minister is sure that France and Germany allegedly are unable to agree on the Minsk process.
The Minister of foreign Affairs of Russia Sergey Lavrov has declared that Ukraine is “attacked” in the Donbass, and accused France and Germany were unable to negotiate. He said this during the world festival of youth and students in Sochi.
According to Lavrov, the implementation of the Minsk agreements is hampered by the “inability or unwillingness of the Ukrainian authorities” to fulfill their part of political reforms and “to provide security guarantees to the population of Donbass”.
Lavrov said that the residents of Donbass “appeared in the current situation, because he refused to support anti-constitutional coup”.
“This part of the Donbass did not attack the rest of the territory of Ukraine. They were attacked. Attacked, declaring them terrorists. It does not happen, they didn’t want anything but to not touch him. They said, “we are your revolution we do not recognize, let us understand what and how.” Im still trying to impute accusations of terrorism and bring them to justice,” – said Lavrov.
However, he believes that “all participants in these events must be an Amnesty, should be the special status of these territories, as enshrined in the Constitution and must be the elections.”
“Sabotaged. This is again a question of negotiability, including dogovorosposobnost Germany and France, which signed up with us under the Minsk package of measures,” – said Lavrov.
As is known, the Verkhovna Rada of Ukraine on 6 October adopted a presidential bill on the peculiarities of the state policy on ensuring state sovereignty of Ukraine on the temporarily occupied territories in the Donetsk and Lugansk regions (the reintegration of Donbass). Lavrov said that the draft law on the reintegration of Donbass contradict the Minsk agreements.
