“Voluntary” contributions are now banned.
Kyiv city state administration to implement the law ordered Metropolitan schools to publish on their websites reports on the financing and was prohibited to collect money in the class Fund.
This is stated in the order No. 930 dated 3 October 2017 Director of the Department of education and science, youth and sports of the Kyiv city state administration Elena Fidanyan.
“Strictly prohibited the collection of cash by participants in the educational process and employees of institutions of education of the city of Kiev on the territory of educational institutions”, – stated in the order.
In particular, teachers were forbidden to give parents of students any financial paper charities.
According to the document, heads of district departments of education and Director of the municipal schools of Kiev must post on their websites annually estimates of income and expenditure for the year to February 1; financial reports on the receipt and use of all funds received in the reporting year; information demonstrating the cost on the list of goods, works and services received as charitable aid, as well as any other method not prohibited by law; information on the status of implementation of budget in terms of items of income and expenditure no later than 1 March of the year following the reporting year.
The information specified in paragraphs 2 and 3, it is necessary to update on a quarterly basis.
