“Ukrrestavratsiya” ready to buy the building, and the activists want to create a public space.
Last week representatives of the Kiev research Institute of sudèkspertiz examined the state structures of Gostiny Dvor in Kontraktovaya square. The results of the examination will be known in a month and a half. Meanwhile, the old building idle without repair for four years, continues to deteriorate. In the company “Ukrrestavratsiya”, which began the reconstruction of the Seating in 2012, but froze work on the court in two years, claim that the completion of repairs is 300 million UAH.
Gostiny Dvor “Ukrrestavratsiya” received in rent in 1994, but the work began after 18 years. For two years, were dismantled the roof of the old building, strengthened the Foundation and partially the walls. “These works have a cost of 120 million UAH. To complete the construction, according to preliminary estimates, 300 million UAH”, — told the “Today” in “Ukrrestavratsia”.
After the reconstruction of Gostiny Dvor was supposed to open the trade space and to hold cultural events. In 2014, the work stopped: the capital, activists won a court order to revoke the permission to rebuild the monument, and in 2016, the state property Fund (the lessee of the facility) began litigation to terminate the lease agreement with “Ukrrestavratsia”. During this time, Seating was in decline: exposed brick walls started to crumble, the building is overgrown with grass and bushes. Municipal authorities has admitted that the guest house is in disrepair.
I WANT TO BUY. In “Ukrrestavratsia” not going to back down and assure that once they get from Gosarhstroyinspektsii permission to continue the reconstruction work will commence in the shortest possible time. “We repeatedly addressed to the Inspectorate for this permission, but received replies. Without him we can carry out the work, including to mount the roof, which we acquired back in 2014. We are even willing to purchase the building in the property at market price and remit the funds to the budget if the government decides on the privatization of Gostiny Dvor”, — told in “Ukrrestavratsia”.
The capital, activists insist that the Gostiny Dvor returned to municipal property. “Gostiny Dvor can be restored to its original form and organize here the public space with art galleries, museums, libraries,” — said Marina Solovyov, head of the NGO “Andreevskoe Landscape initiative”. Not against cultural space in Seating and “Ukrrestavratsiya”. “We are ready to discuss with the public the functional purpose of the premises of Gostiny Dvor. For example, in the building after reconstruction is already provided areas and facilities for exhibitions, presentations, receptions, gallery artists”, — told in the company.
Reconstructed not once
Gostiny Dvor was built in 1813. Then he was a one-story building with shopping arcade. In the nineteenth century, Gostiny Dvor was repeatedly reconstructed. In the 70-ies of the last century, the construction came to a critical state. In 1983 after the engineering-geological investigations soil and load-bearing structures revealed that the structural condition is unsatisfactory, partly an emergency and the building must be demolished. Design and construction work on the building of Gostiny Dvor lasted from 1971 to 1990. It was built of brick on the basis of the project, which was proposed in 1808 by the Italian architect Luigi Rusca. The author of the project of restoration of Gostiny Dvor was the famous architect Valentina Shevchenko who passed away in December of last year. Thanks to her efforts, was restored and the fountain “Samson”.
