Kiev has suggested not to pay for cold batteries

Experts advise to apply to lawyers.

At least officially, to heat the homes of Ukrainians began two weeks ago, hundreds of families the joy of warm batteries in the flats is still not felt. And if warm up is still possible using the old-fashioned methods, what numbers will come up in the receipts for a week is still a mystery.

12 degrees outside and the same in the apartment. Every night Marina from Kiev Golota returns to cold housing. Although the heating in the house turned on two weeks ago. This is evidenced by glowing of the battery in the entrance. At the Marina you have to warm furry boots and an electric heater. And yet – wait for the first payroll.

“Last year we paid for heating by about two thousand hryvnia. This year there would say, ‘ I have to rise the cost of heating. What we come to this year’s bills – we can’t imagine. But, based on previous pay stubs, that is, we already two weeks should be heating, is we have to pay a thousand hryvnia. And for what? If the apartment is cold,” says Maryna Golota.

According to regulations, during the heating season, the room temperature should not be below 18 degrees. As defined in the Soviet times and until today have not changed anything. And all because the old left and the logic of charging, say experts. Warm enough or not – pay off.

“Everyone should choose their own comfort. Besides that the battery should be a counter-distributor, there should be a regulator and the person himself chooses the temperature and therefore pay less,” – says the Director of the Institute of Alexander Sergienko.

Maryna Golota says all winter to pay for the cold in the apartment is not going to. And therefore took to solve the problem even before receiving the first receipts.

“I learned that you can call the Commission. It detects that there is no heat in the apartment, that the apartment is cold. If the Commission does not come, then I can complete the act of failure to provide services. And if assured three neighbors that have no heat, they may be there somehow to convert these tariffs”, – said from Kiev.

However, to achieve the equitable solution from the Commission should enlist the support of a competent lawyer. Indeed, to prove that we have to pay for not providing the service, not so simple.

“Come to the Commission and say, “Yes, you were not insulated window, your door blows.” And any reasonable criteria just yet. While this Commission comes, it may already increase Teplokommunenergo (the heat) and you will be warm. Therefore, the Commission, which establish some facts, is often the long forgotten past”, – said the Director of the Institute.
