Kiev and the separatists in the Donbass will exchange prisoners before the end of the year

Presidents Putin and Zelensky agreed to exchange prisoners on a “Norman summit”. The trilateral contact group initially failed to agree on the lists on the exchange. Now the conditions of release agreed.

The participants of the Tripartite contact group to resolve the conflict in the East of Ukraine (TAG) have agreed on the exchange of detainees before the end of 2019. About the office of the President of Ukraine reported on Monday, December 23.

The representative of Ukraine in the humanitarian sub-group TKG Valeria Lutkovska has called the agreement a “great happiness.” Kiev will be able to return “of those children who are within four years after Ilovaysk, Debaltsevo were in captivity” and “had no opportunity even to interact with their families,” she said. According to Lutkovska, the list of persons for exchange “finally zashlifovyvayutsya”.

Russia’s representative at the talks, Boris Gryzlov confirmed the coordination of conditions of release and exchange of detained persons. In turn, the representative of the self-proclaimed “Luhansk people’s Republic” in the political subgroup of the TAG Rodion Miroshnik said that the exchange will take place in the format of “all installed all installed”.

Agreed on the “Normandy summit”

The presidents of Russia and Ukraine Vladimir Putin and Vladimir Zelensky agreed to a large exchange of detainees, in early December in Paris, which hosted the summit in “channel format” to resolve the conflict in the Donbass. However, the participants of the TAG meeting on 18 December failed to agree on a list of persons for exchange.

Ukrainian film Director Sentsov was released in the September exchange

The last large-scale exchange of prisoners between Russia and Ukraine was held in September 2019. Each side had released 35 people, including Ukrainian Director Oleg Sentsov, who in August 2015, was sentenced in Russia to 20 years in prison on charges of forming a terrorist community in the territory annexed Russian Peninsula of Crimea, and sailors from the three military vessels, captured in the Kerch Strait.
