This was stated by Deputy Finance Minister of Ukraine Serhiy Marchenko.
The official noted that the allocated funds are not enough for this year.

Because it is a reconciliation of subsidianes etc. These things are quite delayed in time. These funds will be sufficient, but the question of the last months of 2017 will be decided by the budget in 2018.
