As follows from the records, presumably the Governor at the meeting spoke about Muslims that appear with unkempt beards in public areas, calling them “scoundrels with a beard”.

Because it doesn’t happen by itself, somebody buys and brings her to our country? Not for us the clothing of the Arabs, Turks and Syrians. The Uzbeks have their own national dress. This they have learned we have a culture of dressing up, but later messed it up. Why are you silent, chairmen of mahallas?!” asked his subordinate officer.
He also said that 39 people were prosecuted for propaganda of banned religious organizations.
