The first working group meeting will be held at the end of this week or early next week.
The Ministry of regional policy, construction and housing in conjunction with effective regulation Office (BRDO) will establish a working group to revise the state building standards (GOS), construction norms and rules (SNiP, adopted in the USSR), state standards (GOST) in the field of construction.
“The Ministry is now actively engaged in the issues of the GOS. Indeed, there is a space at the SNiP and GOST, as functions have been transferred to another Ministry. We will create a working group, draw up a plan for 2018-2019, and are ready to implement it,” – said Deputy Minister of regional development Lev Partskhaladze on the open industry meeting in Kiev.
According to him, the first working group meeting will be held at the end of this week or early next week. At the same time the Deputy Minister noted that subgrupo should include representatives of the Ministry of economic development and trade, because his authority is GP “Ukrndnc” (national standards body, NOSE) involved in the development of Standards.
He also said that the Ministry of regional development wants to increase funding for the development of regulatory documents in the field of construction.
“The issue of funding is very serious. We are increasing funding to 7 million, and in 2019 I want to put 30 million to change all the regulations. This is the only – to support us, the Ministry of Finance. About the (European – if) donors, we have sent a number of letters, in particular, the world Bank,” – said L. Partshaladze.
Among the proposals of the participants of the sectoral meetings is to create a classification of materials and stroyrabot, to provide professional associations the right to inform the market supervision authorities on identified counterfeits and strengthen accountability for such violations.
In addition, representatives of business associations are asked to provide real market supervision in the sphere of construction, in particular, to introduce a legislative mechanism for carrying out surveillance and to introduce the possibility of ending production and sales of products manufactured with violations. They are also asked to conduct regular checks of certification bodies and laboratories to identify and test certificates issued improperly.
