The deputies adopted the law on the introduction of the concept of “highways of defensive value,” and how they are used.
The Verkhovna Rada adopted a law introducing the legislative concept of highways of defensive value (ADOS), as well as establishing the procedure for operating them.
“The bill is aimed at strengthening the defense of the state during the introduction of the legal regime of martial law, a legislative settlement of the procedure for the use of highways of defensive value during the period of martial law and their technical support”, – stated in the explanatory Memorandum.
Presenting in the Verkhovna Rada the bill, the Minister of infrastructure Vladimir Omelian said that the need for the development of this law due to the fact that in Ukraine the law does not define the concept of “highways of defensive value”.
According to the agreement approved in January 2017, the bill:
Highways of defensive value are roads necessary for ensuring defence and security of Ukraine, Union of military and other special objects, designed in wartime for military transport, evacuation, transportation-related evacuation of goods, national transport.
