The Ministry of regional development intensified work on the draft law on the solution to the problem of obsolete housing blocks. Now consider two options: the demolition and reconstruction.
This was announced by the Deputy Minister of regional development, construction and housing and communal services of Ukraine Lev Partskhaladze, the press service of the Ministry.
“Design Institute Dipromisto prepared the first version of the bill on the reconstruction of old housing. But we want to consider all the issues that concern people, and which may not be included in the first edition. So I decided to hold an open public discussion to Refine it and to complement and already only after that to recommend support to the Cabinet and to submit to the Verkhovna Rada”, – he said.
According to Partskhaladze, the bill will significantly improve the quality of life of people who are today in a difficult situation.
According to him, there are 2 possible solutions to the problem of obsolete housing: the demolition of old buildings with the construction of new and reconstruction of existing ones.
“Demolition – we need to clearly define the conditions under which it should be done. Most attendees at the roundtable noted that in most cases it is necessary to change all communications district – engineering, sewage, water, electricity, to reconstruct the infrastructure. Better to do it immediately for the entire neighborhood, not one house. But not everywhere it is possible and necessary to demolish the house, therefore, must be provided for the renovation of existing buildings. Decisions should be made on the level of local authorities and citizens have also taken an active part, be”, – explained Partskhaladze.
