In Ukraine there will be “national coal company”

SOE plan to create up to the end of the year.

The Ministry of energy and coal industry will reorganize and merge state-owned coal enterprises in the newly created state enterprise “national coal company,” which until the end of the year will be re-issued all the permits.

The corresponding norm is envisaged by the action plan in 2017 to implement the Concept of reforming and development of the coal industry for the period till 2020 which the government issued decree No. 733 dated 24 may and published in the newspaper “governmental courier” until 21 October.

According to the document, before the end of the year it is also planned to optimize the structure of the separate divisions of the “National coal company”, in particular, to create a design research center and service technical center for maintenance and repair of equipment and to eliminate non-core assets, an inventory of the available technological capacity of the coal enterprises and to transfer objects of social sphere to balance local budgets.

It is planned that by the beginning of next year will be developed the integrated programme of work of the coal enterprises with the definition of lists of promising and unpromising mines subject to liquidation.

The concept assumes increase in coal mining coal enterprises in 2017 to 6.3 million tonnes in 2018, up to 8.7 million tonnes in 2019 and after more than 10 million tons compared to 5.8 million tons in 2016, with 6.7 million tons in 2015 and 7.8 million tons in 2014.

State-owned coal sector last year received UAH 2.5 bn losses from coal production, which was partially covered by budget support 1.2 billion. In 2015 with the losses of 2.5 billion UAH of budget support amounted to 1.372 billion UAH, and a year earlier, with losses of 5 billion support was 4.1 billion UAH.
