PACE has the right to impose restrictions on rights.
Chairman of the Ukrainian delegation to PACE Vladimir Aryev has estimated chances of Russia’s return to the Assembly this fall.
About this he wrote on his page on Facebook, in response to the decision of the PACE Bureau to hold an urgent development of a solution that will allow you to return the Russian delegation in the Assembly.
“The PACE Bureau contrary to the usual procedure for the preparation of decisions has accelerated the consideration of blackmailing requirements of the Russian Federation in the procedural Committee of the Assembly. Everything will be decided in October at the PACE session.
The lobby will be insane. Really, the odds are 50/50 – if the PACE will remain important, or will succumb to the blackmail for the restoration of funding and will lose respect,” – wrote the Ukrainian Deputy.
According to him, in case of return of the Russian Federation in PACE in 2019 Aryans “did not see the need to continue to work in semidistributive organization.”
As you know, now PACE has the right to impose restrictions on rights (sanctions) on the delegation of those countries that violate the principles of the Council of Europe. For this reason, in 2014 and 2015, PACE has limited the rights of the Russian delegation. In 2016 Russia ceased to participate in the Assembly and not passed on to Strasbourg a list of its members, thus avoiding the confirmation of sanctions. Russia working in all other Council of Europe bodies continued.
