In the state Duma a draft law on the payment for housing and communal services

In the state Duma a draft law on the payment for utility services, the correspondent “of Rosbalt”. If the law is adopted, the new payment in the form of a payment for utilities consumed in the use and maintenance of common property in an apartment house, will be included in the cost of tariffs for housing and communal services.

In this bill it is proposed to delete the obligation of owners of premises in an apartment house installation collective (obschedomovyh) meters of consumption of municipal resources, including the overhaul of common property in apartment buildings.

Note, bill did not find support in the Russian government, which sent him to a negative conclusion. “Inclusion in utility’s resources at the cost of tariffs for housing and communal services, regardless of the actual consumption of these utility resources implies a risk of growth of size of a payment for the maintenance of the dwelling and therefore increase the number of citizens eligible for subsidies on payment for housing and communal services”, — stated in the governmental conclusion on the bill.

Meanwhile, the funding sources for these additional costs, including the provision of subsidies for payment of premises and utilities covered at the expense of means of budgets of the budgetary system of the Russian Federation, the bill is not defined.
