This law opens up opportunities for minorities.
The Minister of education and science, Liliya Hrynevych stressed that article 7 of the law of Ukraine “On education” does not narrow down, and balances the rights of national minorities to study in their native and state languages.
As the correspondent, this Grinevich reported during the review by the Constitutional court in the form of oral proceedings of the case on the constitutional representation of 48 people’s deputies of Ukraine concerning compliance of the Ukrainian Constitution, the law “On education” on September 5, 2017 No. 2145-VIII.
The Minister noted that in accordance with the provisions of the Constitution, citizens who belong to national minorities are guaranteed the right of education in their native language or to study their native language in state and communal educational establishments or through national cultural societies.
The conviction Grinevich, article 7 of the law of Ukraine “On education” does not restricts the rights of national minorities to education in their native language and balance their learning opportunities without prejudice to the state language.
“Thus, while maintaining safeguards for national minorities as regarding training in their native language at certain levels of education and to a certain extent, so as to study their mother tongue at other levels of education in state and communal educational establishments, does not narrow the content of the constitutional right provided for in article 53 of the Constitution. Article 7 of the education act balances the possibility of studying minority languages or learning in them, without prejudice to the state language and in the best interests of children”, – said the Minister.
According to her, to ensure that children from national minorities could perfectly own and native and state languages in Ukraine must be balanced in the training time, the use of minority languages and the state language.
“Study time for school-age children is limited, we can not give and build an infinite number of lessons. We need the training time to balance the use of both native and state languages,” – said Grinevich.
As reported, in October 2017, the party “Opposition bloc” gathered the signatures of 48 deputies and sent to the constitutional court representation about cancellation of the law “On education” on September 5, 2017 No. 2145-VIII.
July 5, 2018, the Grand chamber of the constitutional court declared a break in consideration of the case on the constitutional representation specified in connection with absence of the representative of the President of Ukraine at the plenary session of the court.
The new law “On education”, which entered into force on 28 September 2017, Ukraine introduced a 12-year secondary education, the language of the educational process in educational institutions is the state language – Ukrainian.
