In the Kremlin explained the recognition of passports “LDNR”

Passports of the breakaway republics recognized as “solely for humanitarian purposes”.

Russian President Vladimir Putin signed a decree recognizing the documents of the self-proclaimed LDNR exclusively for humanitarian purposes. This was stated by foreign Minister of Russia Sergey Lavrov at a press conference in Munich on Saturday, February 18.

“Purely humanitarian grounds, for the period until fully implemented the Minsk agreement, while not resolved everything that needs to be resolved in accordance with Minsk “Complex measures”, decree of the President allowed to make those identification cards for the residents of the Donbass, Donetsk and Lugansk, in order to enable them to Russia to get legitimate, and then use the railway, air transport in the Russian Federation”, – said Lavrov.

However, he said that the decree was not discussed at the meeting held today in Munich, the meeting of foreign Ministers in “channel format”. “I don’t think someone sees this as a change of position (of Russia on the status of the breakaway DND and LNR – ed)”, – said Lavrov.

Note, President of Ukraine Petro Poroshenko said Russia’s recognition of the documents issued by the self-proclaimed “republics” in the Donbas, “another proof of the Russian occupation and violations of international law.”
