In Russia will forbid anonymous to replenish electronic purses

Anonymous owners of electronic purses “Yandex.Money” and “QIWI Purse” and WebMoney, PayPal, VK Pay and other similar systems in Russia will deprive of the opportunity to replenish their cash through payment terminals and offices of operators of cellular communication — for this you will need to use a Bank account.

The relevant amendments to the law on the national payment system was approved on July 26, the Federation Council, and the document awaits the signature of Russian President Vladimir Putin, according to RBC.

As explained by the head of the Duma Committee on financial market Anatoly Aksakov, the restrictions introduced at the request of the financial monitoring service (Rosfinmonitoring), as “these wallets can be used to Finance drug trafficking, terrorism, etc.”, and after the approval of the amendments will become known as a source of funds.

However, in “Yandex.Money”, the Agency stated that the changes will have a negative impact on the revenues of operators of electronic money that are on par with the banks invest a lot of money to stimulate non-cash payments. Moreover, experts warn, the fraudsters still find a way to circumvent the law.

Currently, according to estimates of the Association of market participants of electronic money and remittances annually via electronic wallets is made more than 2 billion transactions valued at more than 1.7 trillion rubles, and users of anonymous e-wallets are about 10 million people.

Earlier this year, authorities have forbidden to withdraw cash from an anonymous e-wallets.

Recall that in January of 2018, the Russian government instructed the relevant departments to prepare a bill to restrict anonymous electronic payments. As pointed out by then the newspaper “Kommersant”, the bill was just proposed to oblige the Russians to transfer money to e-wallets and pre-paid cards, only Bank account. It was about electronic means of payment that do not require customer identification at the opening of the so — called non-personalized electronic means of payment (ISP) without using Bank account — including Qiwi and Webmoney.

However, officials are arguing not about constraints as such, but the extent of their rigidity. The Central Bank believed that the need to ban the withdrawal of cash from the wallets and prepaid cards, and in Rosfinmonitoring proposes to ban anonymous wallets and card completely, introducing compulsory identification of their holders.
