The Russian state Duma introduced a bill providing for a ban on the use of technologies to gain access to blocked in Russia information resources.
It is also proposed to introduce a ban on the issuance of such resources.
For violation of the law provides for penalties in the amount of 5 thousand rubles for citizens, 50 thousand rubles for officials and from 500 thousand to 700 thousand rubles for legal entities.
The document proposes to establish a ban “to ensure the use on the territory of the Russian Federation information and telecommunications networks, information systems and computer programs to gain access to information resources, including sites and (or) site pages in the network “Internet”, access to which on the territory of the Russian Federation is restricted”.
According to the adviser of the President of Russia on development of the Internet of Herman Klimenko, introduced in the state Duma the bill still does not imply a complete ban VPN services and anonymizers such as Tor. He explained that the authors intend to oblige the services to block access to banned in Russia sites.
