The failure to comply with the requirements of the state may lead to blocking of the messenger.
In the State Duma introduced a bill which prohibits operators of messengers to work with people who do not identify themselves in the prescribed manner. The bill on amendments to the Federal law “On information, information technologies and protection of information” published on the official website of the state Duma.
The document was prepared by deputies from “United Russia”, CPRF and “Fair Russia”.
Determining the identity of the user is carried on the cell phone number with the agreement of the operators. Operators messengers also want to be required to send the mandatory reports of the state bodies, and also to limit the newsletter at the request of users.
The failure to comply with the requirements of the state may lead to blocking of the messenger. The MPs also introduced a separate bill on fines for the failure of the messengers of the restrictions that constitute up to 1 million rubles (over us $17.7 thousand).
The bill extends to instant messengers, which are registered in the Roskomnadzor as the organizers of information distribution.
