In the database of the state Duma introduced a bill which prohibits Smoking in kitchens and in the corridors of communal apartments. The authors of the document — the first Deputy Chairman of the faction “United Russia” Andrei Isayev, head of the Committee on health Dmitry Morozov and a member of the Duma Committee Sergey Gerasimenko.
Now Smoking is prohibited in elevators and common areas of apartment buildings (i.e. stairs). But communal spaces are designed to service more than one room is a kitchen, a corridor, a bathroom and a sanitary premise. In the current legislation, it is noted in reference to the law, there is no ban on Smoking in those spaces of communal apartments, which violates the rights of non-residents of such apartments, including children. The proposed bill fixes this problem, according to its authors.
We will remind, since October, in Russia came into force the Russian government to ban the use of open flames on balconies and loggias, prohibiting Smoking and grilling on the balcony. The penalty for Smoking on the balconies and loggias — up to 3 thousand rubles, and if Smoking led to the fire — up to 5 thousand rubles. If thrown a cigarette butt causing fire on the neighboring balconies or in apartments, the perpetrator will be prosecuted.
