This probability is caused by the exclusion of Russia from all possible discussion forums.
In the State Duma of Russia allow the freezing of Russia’s membership in the European court of human rights and the reduction of the payments. This was stated by RIA Novosti Deputy head of the Duma Committee on international Affairs Alexei chepa.

“Yes, this is possible (to freeze Russia’s membership in the ECHR – ed.). It is based (the decision – ed.) on the actions of the European parliamentarians that we were excluded from all the possible sites for discussion. And why do we participate in it when we are unequal to the members? So it all links in a chain, this variant is also possible”, — said the head of the Duma Committee.
