In Russia adopted the law on isolation of Runet

The Russian state Duma adopted in the third final reading the law on “ensuring safe and sustainable functioning” of the Internet in Russia.

The law about the isolation of the Russian segment of the Internet will come into force on 1 November 2019. Specific provisions – on the cryptographic security of information and on the national system of domain names will operate from 1 January 2021.

The Federation Council will consider the law on isolation of Runet on April 22, said the Senator Andrey Klishas, participated in the drafting of the document.

According to the law, Russian authorities will be able to monitor the connection points on the Russian segment of the Internet with the outside world. You can create infrastructure that will enable the Russian segment to work in isolation if the operators will not be able to connect to a foreign root servers of the Internet. To be responsible for “coordinating the sustainable, secure and holistic functioning” of the Internet is Roskomnadzor.

As reported, the bill to create a “sovereign Internet” in Russia was adopted in the second reading on 11 April. It had been made a number of amendments concerning, in particular, the encryption information of government agencies and state enterprises in the Internet, as well as government approval of the installation, operation and modernization of technical means for countering threats.

The head of the Duma Committee on information policy, information technologies and communications Leonid Levin said that we are talking about the creation of the Russian segment of the Internet that would work stably “regardless of external conditions.” He noted that we should not compare the creation of a “sovereign Internet” in Russia with the system network, which is currently working in China.
