How to recalculate subsidies in Ukraine

The Ministry of Finance of Ukraine has provided in the project for the monetization of subsidies several innovations.

This is stated in the column of the Deputy Minister of Finance Sergey Marchenko zn.ua.

According to him, first, cancelled clearing on subsidies and direct payments from business entities, facilitating the system of payments for participants of the process of monetization.

Secondly, subsidies will be transferred directly for actual consumption of resources, and not assessed according to the grant in accordance with social standards to ensure that all participants have equal payment for the consumed services in terms of housing subsidies.

Marchenko said that this grant will be used exclusively to payments for the provided housing-communal services and payment of tax liabilities to the budget. The new mechanism provides service providers-and energy-relevant information to local authorities, which will be the basis for transfer of subsidy.

Thirdly, the Ministry of Finance is introducing automatic funding subsidies according to the monthly painting and eliminates manual intervention in the calculations with entities.

“This should significantly reduce the risk of errors, and transparency of these calculations will only increase”, – said the Deputy Minister.

In addition, said Marchenko, will clearly set the timing of calculations – up to 24 of each month to ensure timely payment. While providers will be able to choose the most competitive supplier of energy and to settle with him “live” funds from grants.
