Unusual attitude to drunken revelers in Japan

In the Western world to be drunk often, it means to be an unwelcome guest: drunk people are not allowed in elite night clubs around them in the street tenth road, they can stop at the entrance to shopping malls or cinemas, and drunk people who fall asleep on the street, and does mentally often considered alcoholics, with whom you should not mess with.
