The speaker cannot transmit the document to the President for signature.
Independent deputies Yuri Levchenko and Yuriy Derevyanko has registered draft resolutions on cancellation of the decision of the Verkhovna Rada the bill No. 6427-d on the constitutional court. This is stated in the agenda of the plenary meeting of Parliament on Friday, July 14.
Thus the document is locked for signature by the speaker of Parliament Andriy Parubiy.
According to the VR regulations, if, after the adoption of the law the Deputy registers draft resolution on cancellation, the speaker could not sign the new document and pass it to the President for signature. This will be possible only after a review of the decision on cancellation of adoption of the bill.
