Blind from Kiev decided to sue subway

In Kiev there was a scandal because of the fact that the staff subway forbidden to the man with visual impairment to go through the turnstile with his seeing-eye dog. Supposedly this is not allowed by the rules. Now Kiev is going to sue against subway.
