Belarus has raised transit tariffs for Russian oil

Belarus since February 1 will increase tariffs for transportation services (transit) of oil through pipelines located on the territory of the country. This follows from the decision of the Ministry of Antimonopoly regulation and trade of January 15, № 3.

Tariff determination is carried out in accordance with the existing bilateral agreements of Belarus and Russia, signed in 2010 under a single package of documents regulating work in the markets of oil and oil products. The revision of tariffs has been planned and is annually recalled in MARCH.

Between the authorities of Belarus and Russia there was an agreement that if the parties do not agree on the size of tariffs, the competent authority of the Belarusian side says the size of the tariff for oil transportation by increasing the existing rates of tariffs on the annual average consumer price index for the current year is set by the parameters of the forecast socio-economic development of the Russian Federation, increased by not more than 3 percentage points.

Thus, in 2019 the tariffs for oil transportation through trunk pipelines in Belarus are indexed by 7.6% (the official forecast of inflation in Russia in 2019 could reach 4.6% and plus 3 percentage points).

“Given the fact that tariffs are set in roubles and the exchange rate fluctuations that occurred in previous years, the specific rates (per 100 ton-kilometers) for services in oil transportation via trunk pipelines in Belarus are among the lowest among similar rates in neighboring States in the region,” reads the press release of MARCH.

In 2018, the tariffs for services of JSC “Gomeltransneft Druzhba and OAO Polotsktransneft Druzhba” oil transportation has been indexed by 6.7%.
