Avakov called contentious issues in terms of de-occupation of Donbass

The Minister excludes the possibility of federalization and withdrawal from Crimea.

The Minister of internal Affairs of Ukraine Arsen Avakov identified the fundamental provisions which cannot be negotiated and be the subject of compromise, in the framework of its strategy of de-occupation of Donbass “the Mechanism of small steps”.

Such “red lines”, according to Avakov, is a unitary state structure of Ukraine, the presence of Ukrainian border guards along the entire Ukrainian-Russian border, the Ukrainian citizenship of the inhabitants of the occupied territories of the Donbas after liberation and the strategic aspiration of Ukraine to membership in EU and NATO.

In addition, the Minister noted that it cannot be the subject of discussion legitimization of the annexation of Crimea and Amnesty for the perpetrators of serious crimes.

Recall, Avakov presented the concept of de-occupation of Donbass on 7 June at the IX National expert forum of the Institute Gorshenin.

It involves the adoption of the Amnesty bills (under the covers most of the inhabitants of the occupied territory and those who take part in the conflict. The Amnesty will not affect those who have “blood on his hands”. Against them must be opened criminal proceedings, and the degree of responsibility will determine the law) and the collaborators; the development of a communication strategy that explained to citizens the plans of actions of the government; the involvement of international peacekeeping missions; the conduct of de-occupation under the program “Mechanism of the small steps”.

To start the de-occupation Avakov suggested from Gorlovka or Novoazovskiy district.
