After the publication of “News” that in clinics of Kiev “voluntary-compulsory” donations reach in some cases 3500 UAH, addressed to us from Kiev, which has complained that it is already two years trying to prosecute the administration of the Central polyclinics Podolsk district for extorting money from patients.
A resident of the Podolsk district Marina Kirichenko (name changed at her request, as long as there is an investigation. — Ed.) came to the editorial office with a large stack of papers. As she recounted the story began in the end of 2015. “I was asked to pay a donation to take the tests, which should be free. I explained that the tests are free, but for the reagents you need to pay. Every – 100-150 UAH”, — recalls the words of the medic, Marina. According to her, in the office of the technicians had installed a box that says “international Fund for sick”. It is through this Fund allegedly purchased the necessary drugs.
Marina went to the police, the NAB, the Prosecutor’s office, tax, management, and administration Department of the state administration on issues of health. “Police the case was filed in April 2016 under article 184 of the criminal code of Ukraine (violation of the right to free medicine), and in August has already closed. In September again opened the proceedings, but it is not particularly moved,” she says.
In the clinic conducted inspections. “The Department of financial control and audit office has found that in 2014 and 2015 the years, a charitable Foundation when the clinic received 1 million UAH”, — said Marina. As she notes, after these checks the box with the donations gone, but instead there was a terminal with an offer to pay for gosnuzhdy clinic, and the amount of fees increased significantly.
Doctors deny the charges against himself. “I am familiar with this case — tells us the head physician of the clinic Podolsk district Igor Korolik. — This is clearly an order against me to remove me from office. I, in turn, sued her in court. People give themselves to help the clinic. We do not ask and not demand.”
